It's a way of them defending their local market and they hide behind this fact with the excuse that it's defending their cultural heritage. If they didn't do this people might start drinking something else instead of wine or at least reduce their consumption.
Yup. But I don't think it's the governments job to find "excuses" (as you called them) for NOT having an extra tax on something. Rather they seem to be very busy finding excuses FOR putting all kinds of ridiculous taxes in place.
I find it amazing that wine is tax free. And quite frankly I find that the culture around wine (ie. using it as a beverage with food instead of using it to get shitfaced in the park) is pretty strong in those countries. Wine is consumed like any other beverage, a glass here and there with food etc.
